A solution is:
Town employees, create daily jobs that people can show up to any day of the week. Towns assign credits to each job.
People get to use the credits as money to pay taxes and all other kinds of uses.
Imagine excess jobs available, and being able to wake up any day of the week and do something useful, and be valued for it, with your choice of many job opportunities in your community.

Getting people back to work is key, and I think it can be helped along by local governments.
