[HE ANSWERS] This is the third time this proposal has come before the GA... therefore, the 90% rule...

8:51 pm, :  I want to know if we changed [process].

9:25 pm,  Roxanne:  The original wording was for someone who was working on an issue that was in Oakland.

9:26 pm:  This is about transparency... co-opting... ...there is so much disrespect in this GA for a proposal EVER!

9:28 pm:  ...The GA is already so bogged down. ...My next question is what is the exact wording...?

9:28 pm, Cody:  ...There is no specific wording because... ...[INCOHERENT].  ...A permanent march isn't going to happen that day and a permit ...[INCOHERENT] ...9:29 pm:  [Elise and Cody exchange a dialogue including such words as "masturbatory b.s.'].

9:36 pm, Roxanne:  I would like to see if everyone... [SHE IS STOPPED].

9:39 pm, Steven:  I understand... [HE IS STOPPED].

9:43 pm. : ...we need a How, What, why and I would add a Who? Until we could answer these question this proposal will be 'Tabled'.

9:52 pm, [A BARITONE/BASS AND GRUFF VOICE]:  This is what Democracy looks like.

9:53 pm:  [ANOTHER LENGTHY 'MIC CHECK' RALLY CHANT ORIGINATES FROM THE BACK... THE CONSTANT HUM CONTINUES].

...paid lobbyists ...that are not for the public good. [AND TWO OTHERS]. [SHE READS] An ordinance the puts limits on the ...grounds [...etc.] I can post it at the 'Welcome Tent' [and] I can give out copies right now.

My understanding is that [paid lobbyists] are of a corporation or special interest and...

10:11 pm, Barry:  I consider it a ...of 1st Amendment Rights, because Unions have the right to [access] to ... ...and will 'Hard Block' this [?to the ends of this Earth?].

10:13 pm, :  That is to say you don't want anyone to lobby at the City Hall. ...We are lobbying right now. ...To say that they are not allowed to do it here is a blatant take away of 'their' First Amendment Rights.

10:14 pm, :  It has more to do with the 'business' [EMPHASIS ADDED] that they are doing... ...that is more what this proposal is about.

10:16 pm, :  [SHE ANSWERS ANOTHER QUESTION] There is on December 6th another litigation that is companion to that [?concerning?] that [money too speaks].

QUESTIONS OF CLARITY-

10:17 pm, Scott:  [asks if the proposal is not just something that brings us closer to getting kicked out].

10:29 pm, [2ND HARD BLOCKER]:  [??].

10:29 pm, [ELENA TELLS HIM "THAT WAS ALREADY SAID"].

10:30 pm, Barry: [?CONFLICTS?]...It says that instead of trying to protest this thing we are... Specific Lobbies are trying to get us out. Why don't

10:31 pm, Suzanne:  We actually have friendly City Council that might help... ...do this. ...They don't conflict.

10:33 pm, ...said "there are Unions here" ...threatens our solidarity. ...Like what Union are you [POINTS TO MAN IN THE CROWD]...[GIVES EXAMPLE].

10:36 pm, Suzanne:  We are proposing to create this... it/[the proposal] doesn't say this is it.

10:37 pm, :  We are being clear that 'they' are being paid.

10:38 pm, Regina:  The point of clarification is 'what kind of lobbyist we are [prohibiting].

10:39 pm,  :  We don't have to b

10:42 pm, Barry:  ...Corporations versus Union Lobbyists...

10:42 pm, :  As long as this material distinguishes between Unions and Corporations...

10:43 pm, Cheryl:

10:45 pm, :  Let's remind ourselves why we are doing this ordinance draft... There is an ordinance being done by ? and ? to kick us out. ...We are not starting a fight; but, [rather] defending ourselves.

10:46 pm, :  [?It's like?]...The Union is in the lead now, but sooner or later they're going to have to step back...

INTRODUCTION

Safety in the Camp Announcements

7:53 pm, Kala:  My name is Kala I've been here fro quite some time and I love everyone here from the bottom of my soul. I want to say that we all feel the same about drug abuse, violence and safety issues. [I.e.] You wouldn't let someone come into your house and do lines of meth, you wouldn't let someone steal something; and, when you confront them and they threaten you, obviously we must ask them to leave the camp.

7:56 pm, Steven Pricer: ...There are gangs of thieves operating in and out of the camp, of children behaving badly inside their tents. They are all approachable and teachable, but I seem to be the only one going into their tents. We need unity.

7:58 pm, , :  ...About Kat and her materials getting stolen. She made those 99% T-shirts and acted as the spirit of the movement. We need to get her silk screen back and bring her spirit back.

8:00 pm, , :  If you see something 'going on' call somebody, shake tents, call 'Shanti-Sinha' and altogether we have to deal with the problem. When we have instances of violence we need to address them in a non-violent manner.

8:02 pm, , :  Yesterday when the [LAPD] I sat down next to [man]. He started yelling at them... ...why are we out there abating the Police... ...If we think we can .... without any police out there... ...we set our rules. They are not necessarily the LAPD's rules. ...Every one of us has to be proactive in speaking out against [these abuses].

8:05 pm, Lewis:  If we are going to get drunk or high, you need to do that outside of here.

8:06 pm, :  Banks control politicians, do you think they want us here? [YES!]. Politicians control the LAPD, do you think they want us here? [YES!]... We need to...

8:07 pm, Jeffrey:  ...When people have nothing to do, they will think of something to do. We need more things to do; wether it is an 'Action' or a 'Protest'...

8:09 pm, , :  This movement is about changing our society, it's about changing our... ...This movement is about changing our lifestyle...

8:10 pm, Matt:  This is a message for everyone who feels they need to self medicate here. ...Years ago... ...I did this... ...You need to ask yourself Why you need to be doing that?... ...Ask yourself, "Are you helping the movement?" I know when I was self medicating I was not thinking clearly. [HECKLER IN THE CROWD VIOLATES PROCESS WITH YELLING ABOUT MEDICATION (ALCOHOL)].

8:13 pm, Kat:  We are deciding how we are going to come back. ...Part of the safety issue is, we do not respect each other. ...I'm just going to say. right now you are hurting somebody... Please everybody when you see a problem, don't yell at each other don't be part of the problem. Be a solution to the problem.

8:15 pm, Mario:  ...We had many nurses quit because they got tired and frustrated... ...We did not start this movement to be a social services entity. ...But on the 19th we're bring health care, and community college. ...so we can help the young souls get a start in life or those old souls to get a new start in life. ...We need to create a drug-free, sober area... and one where people feel comfortable to do their crap. But I need Activism. I don't need to be a Social Services area. ...So we can be family, activist, and organization friendly. We are the 99%. [CROWD CHANTS 'THE 99%...'].

9:17 pm, Bruno:  We have an EMERGENCY PROPOSAL.

9:18 pm, , :  The drug, alohol and verbal abuses are inhibiting the movement. The proposal is that when [incidents occur] they need to be stopped immediately. ...in your face, they need to be removed because they don't respect you. How? We will remove them from the camp. 9:38 pm:  My Friendly Amendment would be to separate Victimless Crimes from Crimes with Victims. I don't think we need to separate it with: who lives here AND who doesn't. I think we need to table this for later.

9:40 pm:  They're trying to say no drugs, no alcohol, no this... they're trying to create a     government. We're in a protest. [SOME APPLAUSE AND HUGS TO THE GUY FROM HIS FRIENDS].

8:43 pm, Magda:  Arts and Culture is twofold production and stage management. That’s what I’ve been doing… …Can we get a clear statement of the proposal?   [JEERING].

8:45 pm, Jo:  Stage Craft will be handling props, video, costumes, Arts and Crafts.

8:46 pm:  [CONSENSUS WAS REACHED].

8:47 pm, , :  I propose that… [He

8:52 pm, Dimitriy:  Would you like to put [as a] demand of the movement and propose to the government or the people that we build [near civic centers]…[cultural centers shaped like flowers or a woman’s body]…[Dimitriy shows three art pieces depicting the shapes of the buildings as tall as ten stories]. …to challenge the status quo as a new movement [at]the grassroots level.

9:02 pm, Anthony, Facilities Moderator:  Asks the Director of ‘Heist’ [A SCHEDULED MOVIE ON THE SAME LOCATION AS THE GA]

9:00 pm, Magda, :  My proposal is to add another GA in the day at another time. It is my contention that we have a separate GA just for global issues.

[YELLING] That guy over there already does that…The guy standing right there. [HE POINTS].

9:16 pm, Magda, :  [RESTATES HER PROPOSAL] …To remove the internal camp issues from the nightly GA, which bogs down dealing with those internal camp issues.

9:17 pm:  Questions, Answers, and Concerns…

9:17 pm:  [MAGDA CONCISELY RESTATES HER PROPOSAL].

9:29 pm:  [FRIENDLY AMENDMENT TO RENAME A 2ND GA WITH ANOTHER NAME BESIDES ‘GA’.

9:31 pm:  My contention is that the GA is the highest decision making body of the movement…

9:32 pm, Roxanne: Would it be possible for Anthony and Madga to team up work out some of the logistics of this issue and bring it back.

9: 34 pm,

9:35 pm, Joe:  It’s primarily a ‘How’ thing concerning afive hour GA… …I don’t see it happening.

9:37 pm, , :  I’m from Occupy Oakland, …what we do is handle camp meetings at the GA. We handle camp issues at the meeting during the day. [MORNING MEETINGS].

9:38 pm, Magda:  If anyone wants to formulate a meeting during the day… …to come see me. My proposal is to take ‘Camp Issues’ out of the nightly GA.

9:41 pm: [THIS PROPOSAL WAS TABLED].

9:42 pm, , :  My proposal is to Re-Occupy LA. Occupy Oakland did it. What… is organize a Re-Occupation Plan Committee. We need to be organized so that we can come right back in a much more serious organized fashion...

9:48 pm, , :  We already have a Committee for Preparation and Reconstruction. [THIS COMMITTEE HAS NOT YET BEEN APPROVED AND IS HOWEVER ALREADY POSTED IN THE ‘WELCOME TENT’ AS A COMMITTEE].

9:52 pm, Roxanne:  Would you please clarify the proposal and re-state the name of the committee.

9:56 pm:  [CONSENSUS WAS REACHED].

9:57 pm:  At Occupy Oakland we worked with the labor unions, hospital workers and the teachers and marshaled forces of 50,000 at least. When the police authorities saw this they… saw this as a barter chip the ended up on the table. We have our first meeting at 3 pm tomorrow. Meet at the ‘Welcome Tent’.

[NO FURTHER ACTION WAS TAKEN ON THIS PROPOSAL].

9:59 pm, Lisa, Media Team Committee and [?]:  Based on former LA City Rep Janice Hahn to take the Dodgers public. I.e. the Green Bay Packers are owned by… …Actually Janice Hahn calls it Occupy Major League Baseball. In Green Bay, 60% of revenues flow back into the community… …Major League Baseball has an Anti-Trust exemption. They are a legalized Monopoly. The proposal is for the General Assembly to endorse this idea.

9:58 pm, , :  Is this legislation available on the Internet. Yes. This proposal by Janice Hahn has just occurred on Friday.

10:14 pm:  [Roxanne reads the definition of ‘Capitalism’: an economic system in which industry is privately owned.]. So I believe from, what you have said, this would be more of a collective cooperative endeavor.

10:23 pm:  [CONSENSUS WAS REACHED].

NOVEMBER2 GENERAL ASSEMBLY WEDNESDAY, [SOUTH STEPS]

7:37 pm, Lance, Facilities Committee: Reads our ‘Principles of Solidarity’

7:38 pm, Julie, Facilities Committee: Reads our Commitment to Peace, Non-Violence, and/or

Quick Announcements:

Tomorrow a ‘Speak Out’ on banks and what they’ve done to us. It’s at the California Central Library on 5th Street between Grand and Hope Streets.

7:44 pm, Julie: ‘Hand Signals’.

7:45 pm, Magda:  Garden Talk, …you see the planters that were donated to us… …The LAPD were here to express some issues, Commander Sherman on the west steps they were concerned with an exit strategy. They made clear, they don’t want the garden to stay. Please acknowledge our ‘love’ affair with the LAPD.

7:48 pm, P.J., Media Committee: [Reads] Commander Sherman said that, …adding a vegetable garden with planters does not express [temporary] it expresses permanence.

7:49 pm, Adam, Doner:   Explains the doner’s ideas

7:51 pm, Mario, Media Team:  We will take a vote to decide on the [location] of the garden.

7:52 pm, , :  I was at that meeting and I feel… …taking care of our community and how we come together… …this could be huge… … I think this is a great fight. …about ‘the Man’ who is telling us what we can do and what we’re supposed to do.

7:55 pm, Thank you for bringing these gardens. I remember we used to have to move the tents we no longer have to move the tents. …Just like the tents eventually we will plant …just like the tents …. Eventually when we move forward with this fight and it’s a ridiculous fight.

7:57 pm, it is ridiculous because these boxes are portable and can be removed any time.

7:58 pm, Richard and Chil [dog]:  The main reason we want to fight… … There’s already a garden going on at the cornfield. We ought to think about it for a couple of days. …We could have a community garden anywhere. I do think a community garden is going to attract a lot of other people. We have to decide if this is a thing we are going to stand up for.

8:00 pm, :  I know some schools that already have gardens. … I love the idea and there’s a lot of other ideas we can do.

8:01 pm, Rancho Larry, :  This is a great idea but don’t kid yourself … this is not where you eat. The food tent is where you eat. Think about [losing the Welcome or Food tent].

8:02 pm, Juan:  Look… how much can you eat out of something that grows out of here.

8:03 pm, Mitchell:  I agree with Juan but I believe but give me a building to put them where we can.

8:04 pm, :  I’m the one who put the boxes together. …We could put them on wheels and make them portable. Right know they’re symbols. Let’s have them give us a written letter on what law we’re breaking.

8:06 pm, Barry:  They idea that we can’t feed 700 people but the issue is that they’re concern is about a box; rather, their concern is about getting us out. …We should be speaking to lawyers about this. We have choices to move them out and move them back.

8:07 pm, :  These boxes are a symbol of what we’re doing it is not about. …If they want to crack us about a garden I am happy about the issue…

8:07 pm, , :  They want us to remove them tonight or we will be kicked out.

8:10 pm, P.J.:  If we do not remove these boxes tonight be aware we are going against the request of Commander Sherman.

            Questions

8:12 pm, Lucero, Indigenous People’s: What were the repurcussions?

            Mario There were none.

8:13 pm, :  If we don’t leave will we be leaving?

Mario: There are no repurcussions whether we are staying or leaving.

8:14 pm, :  If we could agree that we move the boxes on the condition that we continue with this … movement. I’d say let’s remove them but continue with what we are going to do [Police Guarantee?]

8:17 pm, David:  Do we develop a contingency plan or prepare or negotiate for a day or two and then determine what we are going to do?

8:17 pm, John:  The question we have is this worth causing a big stir over? I like the idea and don’t mind moving them every night.

8:18 pm, , :  Gardens help grow a community. Gardens make things revolutionary. You can put one by your tent and make …. Sustainable.

8:19 pm, , :  This is symbolic. They’re trying to make this a reason. If it isn’t this, then it will be the next thing [Where does it stop?].

8:21 pm, , :  What is the core? Are we just going to bow down? There is a way to say “What are we standing for?”

8:22 pm, , :  This is not growing season [I-don’t-see-its were waved].

8:23 pm, Jensen, :  I think the proposal is worded wrong. It should be: Should we move them. And the other question is [“Should we protect the boxes from the LAPD?”]

8:25 pm, Mario, :  Moving the boxes is a moot issue, they are heavy and will scratch the walkway.

8:36 pm, , :  Do we want boxes here or do we want gardens in them? My suggestion is to move them off property until they have [growth] in them then [bring them back].

8:27 pm, , :  We should let them [‘bring it’].

8: Everybody after tonight..search for Villiaraigosa and Mean and Go Green.

8:28 pm, Richard, :  Mic Check! Villiaraigosa! If you want to be ‘Green’ then be ‘Green’… Go ‘Green’.

8:30 pm, , :  If we’re here for change, we must remember why we are here in the first place. I say yes.

Pros

8:30 pm, , :  Why are we here… …This is a revolution… …We [must draw] a line in the sand

8:33 pm, Barry:  We want a battle over the U.S. Constitution, not over carrots or rutabagas.

8:35 pm, Deborah:  I don’t want anybody co-opting this. I say get rid of them. …we have to cooperate.

8:35 pm, Rudy:  About the drugs and, …I’m not feeling this movement.

8:37 pm, , :  [Julie offers a Break Out Into Groups] The ninety percent rule will take three days. The decision has to take process tonight.

8:38 pm, , :  The issue is not about the Garden Boxes because, the issue is about us being here.

[Break Out]

Friendly Amendments

Anthony:

8:50 pm, Elise:  I am willing to sleep on the boxes if I have to.

8:51 pm, Barry:  First we should speak with our [Attorney]. Move them out and then bring them back. We move the boxes and then intend to move the boxes back in a mass march.

8:52 pm, Paradox:  We should find people [subcommittee] to be responsible for them. …that someone has the responsibility of the boxes/garden.

8:53 pm, , :  I tried to [analyze] this and I’ve seen. [He prays to Mayor Villaraigosa, Jeering and Yelling]. Offer them to Skid Row because that is where I want to do my planting.

8:56 pm, , :  These boxes are not empty they are an opportunity.

8:56 pm, Michael:  I would like to ‘second’ Elise. Can we hide them somewhere?

8:57 pm, Elise:  That’s not what I was saying, “sleep on them.”

8:58 pm, Julie, Facilities:  There will be a meeting after the GA by the monument.

8:60 pm, Giovanni:  I heard on the Grapevine that we have 30 to 35 days to be here.
